The first generation of AI tools were chatbots. You typed a question, got an answer. Useful, but limited. The second generation — AI coding assistants — could read and write code. More useful, but still reactive.
The third generation is here: autonomous AI agents that use tools. These agents don't just answer questions or suggest code. They query databases, create pull requests, send messages, deploy infrastructure, and manage workflows. They act.
This shift from answering to acting creates entirely new infrastructure requirements.
The Missing Layer
Consider what exists for traditional software:
- Package registries (npm, PyPI) for discovering and distributing code
- API gateways for managing, securing, and monitoring API traffic
- Identity providers for authentication and authorization
- Observability platforms for logging, monitoring, and tracing
Now consider what exists for AI tool infrastructure:

- Compatibility data — which AI platforms and transports are supported
- Version history — what changed, when, and why

The third layer is understanding what agents are actually doing with their tools. Not just logging — intelligent analysis:

- Performance monitoring — Which tools are slow, unreliable, or frequently failing
- Usage analytics — Which tools are most valuable, and which can be decommissioned
This data feeds back into the governance layer (adjust policies based on real usage) and the discovery layer (surface the most useful tools, flag problematic ones).
The Parallel to Cloud Infrastructure
We have seen this pattern before. When cloud computing emerged, organizations went through a predictable sequence:
- Experimentation — Developers spun up cloud resources without oversight
- Proliferation — Hundreds of ungoverned resources across the organization
- Incidents — Security breaches, cost overruns, compliance violations
- Governance — Centralized policies, approval workflows, cost controls
- Maturity — Self-service with guardrails, automated compliance, full visibility
AI tool infrastructure is in stage 2. Developers are connecting agents to tools without centralized oversight. The incidents that will drive stage 3 are beginning to happen.
The organizations that build governance now — rather than after their first incident — will have a significant advantage.
What You Can Do Today
You don't need to wait for the full infrastructure stack to mature. Practical steps you can take now:
