Dispatch a batch of tasks to subagents in parallel with bounded concurrency. Returns a summary object with {total, completed, failed, results[]} — iterate `.results` for per-task output.
This skill does not declare a tool allowlist. The agent host applies whatever default tools are available at runtime.
