Covers `agents-cli scaffold create`, `scaffold enhance`, and `scaffold upgrade` commands, template options, deployment targets, and the prototype-first workflow. Do NOT use for writing agent code (use google-agents-cli-adk-code) or deployment operations (use google-agents-cli-deploy).
This skill does not declare a tool allowlist. The agent host applies whatever default tools are available at runtime.
